Assist DARD at the five provinces with: - results-based planning processes with a particular view of ensuring the relevance of supported activities to the poor, ethnic minorities and women. - strengthening the financial management capacity. - improving the quality and efficiency of monitoring and evaluation systems used by DARD and functional units under DARD at provincial and district levels. - providing technical advice in the areas of resources management, agricultural production, marketing, gender mainstreaming, and poverty reduction. - support provinces in finalising programme activities and closure procedures of the ARD SPS including final reporting on the impact of the programme.

Facilitate the exchange of experiences, incl. experience on reaching the programme target groups (farmers, women, the poor, ethnic minorities, etc.) and experience with the use of sector budget support, across the five provinces and between the provinces and central level stakeholders. Support Embassy of Denmark (EDK) and facilitate the dialogue between the five provinces and EDK including: - organisation and facilitation of mid-term steering committee meetings and/ or technical meetings in each province. - support the annual monitoring committee meetings held jointly by each component. Support the International Advisor and the Embassy of Denmark in the implementation of the ARD SPS including communication between the Embassy and provinces, and develop Manuals for the ARS SPS – provincial component.

Conduct evaluation; Develop report, set of monitoring and evaluation indicators and present them at international workshop on Workers’ Health Protection Project.
