- Develop a Monitoring Framework (monitoring of activities, outputs and outcomes which contribute to the achievement of projects’ objectives) for discussion and approval by Irish Aid (IA)
- Develop a Monitoring Plan for CSF’s projects, as well as recommend field trip plans for IA management
- Conduct monitoring visits and meetings with grantees (at least one visit a year to a project)
- Prepare monitoring reports and meeting notes to IA at the monitoring visits
- Review bi-annual and annual project reports to highlight outstanding issues and recommendations for IA
- Maintain contact with grantees to update on the projects’ progress and to review projects’ Results Frameworks
- Prepare briefings and reports on projects when required
- Conduct Monitoring and Evaluation training for IA’s grantees
- Maintain databases and user-friendly reporting system.
Provide technical and administrative support to Japanese evaluator in evaluating 2 projects: i) “The Rehabilitation of Natural Forest in Degraded Watershed Area in the North of Vietnam”; and ii) “The Project on the Improvement of Port Management System”.
Providing technical advice and instruct DONREs on mainstreaming gender in environment management, with focus on gender mainstreaming in industrial pollution management.
- Support the development of stakeholder engagement and communication strategies and plans as part of the Industrial Pollution Management Plan;
- Develop gender mainstreaming strategy and support the implementation of the strategy;
- Support policy dialogues.
Conduct an external evaluation for management system of the Chia Se program.
Analyse and update sector issues, recommend possible sector interventions, and support SDC cooperation with its partners in Viet Nam
Undertake a research on situation and intervention analysis and recommendations for the energy market in Viet Nam, with a focus on the production, trade and retail of different fossil fuel including use by consumers and industries.
Review the project on “Support to the Implementation and Improvement of National Target Programs for Poverty Reduction” period 2006-2011.
Developing training materials; and conducting trainings on PRA and sustainable livelihoods for community facilitators (CFs) (community consultation, village plan development, livelihood development, gender mainstreaming, participatory disaster risk mapping, flood and storm control, etc.) and project officers from central to commune levels.
Conduct end-of-project evaluation.
