PEAPROS Consulting as the associate member, in association with Center for Development Assistance (CDA) as the Lead. The purpose of the services is to build and assist the operation of a PPMS (Project Performance Monitoring System) covering whole project. The operation of the system will help the owner of the project to monitor and to evaluate the project performances. Training for related units on project governance (monitoring and evaluation). Training for PPMUs in data collection and disaster risk assessment with communities participatory. Support to develop training materials on community-based disaster risk management (CBDRM) for CBDRM training for residences and government officials of 50 communes in Tien Giang and Dong Thap provinces. The rate of women participating in training was 41.4%.

The objective of Monitoring and Evaluation (M&E) is to annually monitor the project implementation and evaluate independently the project results to meet its development objective indicators. The M&E Consultant’s assignment includes: (i) Establish a M&E system for the project based on the Project Result Framework, with required information, necessary inputs, and tools to collect and analyze data; (ii) Survey and collect information, initial indicators as the basis for assessment; and (iii) Deploy operation of M&E system, including monitoring, updating project indicators, and assessing implementation process, including annual reports, mid-term report and Project completion report.

(PEAPROS took part in as a national specialist). The evaluation examined the on-going country programme (2012-2016) as well as the previous programme (2006-2010/2011). A close attention was given to the current programmatic structure and strategy as a basis, which comprises three thematic clusters at the UNDP country office: i) Inclusive and Equitable Growth; ii) Sustainable Development; and iii) Governance and Participation. To assess the results obtained thus far, the evaluation went back to the previous programme cycle (2006-2010/2011), assessing relevant corresponding projects.

Evaluation of the Norwegian Agency for Development Cooperation’s Support in Capacity Building

Participated with the ITAD evaluation team as a subcontractor for the service package “Evaluation of the Norwegian Government’s support in capacity building.” The evaluation covered two Norway-funded projects on capacity-building interventions in the aquaculture sector.
