This impact assessment aligns with IPSC's goals and USAID's Collaborating, Learning, and Adapting (CLA) approach. It seeks to: - Evaluate the quality, effectiveness, and impact of IPSC’s technical assistance support packages implemented against IPSC’s theory of change, results framework, and indicators; - Assess the extent to which key outputs and outcomes of the support packages are contributing to the achievement of IPSC’s outcomes; - Determine the extent to which the support packages are generating changes and initial impacts for participating SGBs; - Highlight lessons learned from IPSC’s technical assistance support package implementation and outcome achievements; - Provide recommendations to enhance IPSC’s technical assistance support packages' suitability, effectiveness, and improve the likelihood of sustainable impacts on SGBs performance in Vietnam.

Assess the status of warehouses serving DRM; provide recommendations on policy; develop a proposal for developing warehouses for emergency relief goods in some areas frequently affected by disasters in order to enhance the initiative of local authorities in responding and providing emergency relief to people during disasters, especially for vulnerable people, in which children are the center.
Facilitate the implementation of post-distribution monitoring (PDM) surveys for the HCT programs supported by UNICEF, targeting 1,500 beneficiary households in provinces impacted by Typhoon Yagi, which includes, but not limited to: - Collect baseline data on pre-intervention conditions. - Conduct PDM surveys to gather data on beneficiary experiences, satisfaction, and utilization of cash transfers. - Analyze PDM data and generate actionable insights for program improvement. - Conduct payment verification surveys to ensure accurate and timely disbursement of funds.
